Learning in international development projects: Insights from a coordinating agency
Hanna Laitinen examines knowledge needs and learning processes in international higher education development projects, drawing on Jamk’s experience as a coordinating agency. Based on interviews with project staff, the article identifies key types of knowledge and ways in which learning occurs in complex transnational contexts.

The article focuses on HEI ICI projects funded by Finland’s Ministry for Foreign Affairs (2020–2024), which aimed to enhance pedagogical capacity and digital learning in Ethiopia, Mozambique, and Nepal. Effective coordination requires administrative, expert, and tacit knowledge for reporting, implementation, and partner collaboration.
Learning happens on multiple levels: managing diverse requirements, adapting approaches, and developing pedagogical practices. Continuous reflection and flexibility are crucial for success. While projects aim to benefit Southern partners, Northern institutions also gain expertise and visibility.
