After completing the course, the student will be familiar with the key concepts related to value-based social and healthcare, political-administrative goals, and principles of value creation. The student will be able to analyze and critically evaluate health and social care development policies from various perspectives and information sources. After the course, the student will be able to discuss value-based social and healthcare, its application possibilities and challenges, and the impacts on the service system.

The course deepens common learning objectives of the Social and Health Management: the student's ability to understand comprehensively the health and care system, public organizations and the changing institutional environment from the perspectives of resilience, systemics, and complexity. It will enhance understanding of the tensions related to steering and decision-making in promoting citizens' well-being, value-based policies and professionals value creation and ethics. The course will improve student's problem-solving competencies and critical thinking, interaction skills, and digital competence. In terms of sustainable development, the learning objective is to develop effective, accountable, and transparent institutions at all service system levels, to promote health and well-being in society, and to foster partnerships among diverse sectors.

The learning material consists of resource lecture videos, literature recommended by the lecturers, and policy documents related to the exercise. In addition, a case study of one organization related to value-based strategies is presented in weekly meetings, and serves as the basis for group work.
