Who can receive a study voucher?
You completed your first secondary level qualification (matriculation examination, vocational upper secondary qualification or further vocational qualification) between 1 December 2025 and 31 July 2028. You were aged under 29 on the day you graduated.
You have also applied to a higher education institution in the first or second joint application rounds in the spring or in the autumn round, and you have not received or accepted a place in degree studies.
Please note that those who graduated in spring 2026, for example, need not have applied in the joint application process of spring 2026, as they can also apply in autumn 2026 and, at the latest, in the joint application round of spring 2027.
Start here, activate your study voucher
1. Log in or create credentials
To activate your study voucher, an Opin.fi account and strong identification are required. Create an account or log in to your existing account using Suomi.fi e-Identification.
2. Activate your study voucher
Start the activation on your profile page. As you activate the voucher, you identify yourself in the Koski service, which will retrieve your required study information and joint application data.
3. The study voucher is ready to use
You will receive an acknowledgement of successful activation. You can then track your payments and balance on your study voucher page.
Using your study voucher
1. Find something to learn on Opin.fi
Search the higher education institutions' open study options for something that suits you. When you find an interesting course, go to the institution's online service to register. You can only use the study voucher to purchase studies that include instruction in Finnish or Swedish.
2. Register and make a payment in the higher education institution's online store
Select study voucher as the payment method in the institution's online store. Depending on the institution’s practices, you will make this selection either at the time of or after the registration. If the payment is made successfully, the credits will be deducted from your study voucher.
3. Start the studies following the higher education institution's instructions
The institution will give you instructions for starting your studies, and you can get going.
You can apply different filters to the search results, such as the Study voucher filter, on the search pages. The filter helps you find studies that you can pay for with a study voucher and that are suitable for you.

Log in and visit your study voucher page. On this page you can see the balance of your voucher, acknowledge your payments and check your entitlement to a study voucher. When logged in, you can also save your favourite studies and use the new features of the service.
