The student participates in simulation work in an imaginary region, where the meta-state maintained by the teachers defines the rules and main lines of the simulation. The group work of the students is carried out through predetermined roles. Students independently familiarize themselves with part of the study materials before the course begins. The Moodle learning platform is used as the workspace and material bank for the groups. In the simulation sessions, students practice applying previously learned knowledge in typical administrative and regional development tasks. The contents include current societal themes and scenarios.

The student practices knowledge construction and conflict resolution typical of administrative development tasks through a social learning game. The student familiarizes themselves with the contents of regional development by exploring the perspectives of different actors. The course concretizes the contexts of political influence, regional economy, regional organizations, and theoretical knowledge. After completing the course, the student will have a deeper understanding of the management practices of regional development. The student will also learn to understand the significance of alternative future scenarios as conditions for the vitality of municipalities and cities.

The course strengthens the following common learning objectives of the major in Public Policy and Management: the ability to analyze and interpret public activities and their operational environment from the perspectives of organizations and regions; the ability to manage organizations, regions, and networks based on information and aiming for sustainability; and the ability to develop the activities of organizations, regions, and networks, taking into account their specific characteristics. The student also develops problem-solving and interaction skills. In terms of sustainable development, the goal is to learn to promote economic, social, and environmental connections between regions, as well as partnerships between the public and private sectors and civil society.
