Learning in international development projects: Insights from a coordinating agency
Hanna Laitinen analyzes knowledge requirements and learning processes in international higher education development projects based on Jamk’s experience as a coordinating agency. Drawing on interviews with project managers and experts, the article highlights what types of knowledge these projects demand, how information flows, and what kind of learning occurs within transnational collaboration contexts.

The article focuses on HEI ICI projects funded by Finland’s Ministry for Foreign Affairs (2020–2024), which aimed to enhance pedagogical capacity and digital learning in Ethiopia, Mozambique, and Nepal. Effective coordination requires administrative, expert, and tacit knowledge for reporting, implementation, and partner collaboration.
Learning happens on multiple levels: managing diverse requirements, adapting approaches, and developing pedagogical practices. Continuous reflection and flexibility are crucial for success. While projects aim to benefit Southern partners, Northern institutions also gain expertise and visibility.
